Inception of Garhwal University on Dec. 1 st 1973 was the fulfillment of a long cherished dream of the local people .The University was established under the provisions of Uttar Pardesh State Universities Act (Act No. 10 of 1973) on 1.12.1973 and the Act come in force w.e.f. 1.12.1973. The name of the university was rechristened to Hemwati Nandan Bahuguna Garhwal University in 1989 in commemoration of the memory of a leading statesman of the country, the son of the soil Shri Hemwati Nandan Bahuguna, and subsequently established as Central University under the provision of the Central Universities Ordinance, 2009, No.3 of 2009 published in the gazette of India, extraordinary Part-II, Sec-I, New Delhi, 15 January 2009. Our University is among the ten largest Universities of the country with 3 campuses and more than 180 affiliated colleges and institutes (both state run/aided and self financed) and examining approximately 150000 students annually, providing higher education services in 7 out of the 13 Districts of the State of Uttarakhand. The University is blessed with state of art research facilities, some of the best teachers and close academic relations with a number of premier institutions. With its Headquarters at Srinagar some 108 K.M. from Rishikesh along the Delhi-Niti National Highway, Birla Campus at Srinagar (bisected into two halves. the Srinagar Campus and the Chauras Campus by the river Alaknanda), BGR Campus set on enticing mountain slopes at Pauri (29 K.M. from Srinagar and some 100 K.M. from Kotdwar, the nearest railway station) and SRT Campus at Badshahi Thaul amidst dense pine forest (some 85 K.M. from Srinagar and 65 K.M. from Rishikesh on the route to Gangotri). the University offers a variety of higher learning courses and academic programmes through 10 Faculties. Rashtriya Madhyamik Shiksha Abhiyan (RSMA) is aimed at expanding and improving the standards of secondary education — classes VIII to X. The RSMA would also take secondary education to every corner of the country by ensuring a secondary school (up to class X) within a radius of 5km for every neighbourhood. The Sarva Shiksha Abhiyaan program set up by the government to bring elementary education to millions of children has been successful to a large extent, and has thus created a need for strengthening secondary education infrastructure across the country. The HRD Ministry has taken note of this, and now plans to implement a secondary education scheme called Rashtriya Madhyamik Shiksha Abhiyaan (RMSA) during the 11th plan at a total cost of Rs.20,120 crore. “With the successful implementation of the Sarva Shiksha Abhiyan, a large number of students are passing out from upper primary classes creating a huge demand for secondary education,” the HRD Ministry said.

Kupwara Degree College (KDC) was established in 1988 with the aim of opening learning opportunities for the students of the educationally backward hilly, boarder district of Kupwara. The college started from a make- shift arrangement at GHSS Kupwara and in a couple of years established its own temporary campus on the river side of the School. K D C moved into its permanent campus at Bohipora 1.3 Kilometres from the town centre, in year 2000. Spread over 150 canals of land the college, apart from an Administrative Block has 8 room Lecture Block, a Science Block, a few more smaller buildings to run courses in Arts and Science streams. Two hostels, one each for boys and girls have been commissioned to provide residential facilities for students coming from far off places. KDC is striving to live up to the expectation of the people and the aspirations of the students and is geared up to work as an instrument of change in the area which has remained on the back-burner of the developmental engine. The college has a pivotal role to play in bringing about a socio-economic change in the district where 50% of the population in yet to register for total literacy. The young alumni of the college taking different responsibilities are holding the principles of the college high and serving the community they live in. Affiliated to the University of Kashmir and recognized by the UGC under section 2(F) and 12(B) the college has the unique distinction of being the first among the young colleges to get NAAC accreditation at B+ level. KDC is funded by the State Govt. and receives grant from the UGC. Initially created with an intake capacity of 320 students the current enrolment of the college has touched 3190 mark, 36% of the student population is made up of girl students. The college offers programmes leading to the degrees of Bachelor of Arts, Bachelor of Science and Bachelor of Computer Applications. The college is also offering job oriented, inter-disciplinary Add-on courses in Seri-culture, Computer Applications and Laboratory Techniques. KDC has an effective organizational set-up involving faculty, non-teaching staff and students in the management through various committees. Students through elected representatives are encouraged to participate in the college management and academic planning. Deans provide counselling and information to students and engage them meaningfully in enriching the campus life.
